Monetary & Settlement Operations

Designs and operates settlement windows, liquidity facilities, and GRU-related operational calendars. Manages the Chain 138 infrastructure (131 deployed contracts) including PMM pools, bridge governance, and the GRU v2 ecosystem of 13 native c* tokens and cW* wrapped eMoney on 9 public chains.

Legal & Treaty Services

Drafting and interpretation of founding instruments; headquarters agreements; engagement with national competent authorities on recognition questions. Entity registrations (MLFO 20241969162, OMNL LEI 98450070C57395F6B906) are maintained by this department.

Technology & Cyber Resilience

Reference architectures for APIs, identity, and ledger-adjacent systems. Maintains the security disclosure coordination process, the Chain 138 explorer, RPC endpoints, and machine-readable trust anchors at trust.json.

Member Relations & Accreditation

Onboarding, tier reviews, and annual attestations. Manages the member directory and accreditation programme. LEI validation for institutional participants ensures third-party verifiability.

Risk, Compliance & Sanctions

Enterprise risk register (summaries published where appropriate); sanctions screening policy alignment with member jurisdictions. On-chain compliance is built into the settlement layer via CompliantWrappedToken role-based minting and burning.
